With the end of the Cold War era, the classical security concept that dominated the bipolar world order gave way to a new era characterized by the influence of globalization, bringing forward new security challenges. Among these challenges, terrorism takes a prominent place. Terrorism employs violent means to create an atmosp- here of fear and targets states politically, militarily, economically, socially, religiously, and culturally. To address this threat, states heavily rely on intelligence efforts. Intelligence is an indispensable tool for monitoring the activities of terrorist organizations, learning about their plans, preventing terrorist attacks, and developing strategies against them. However, it is essential to respect human rights while conducting intelligence operations in counterterrorism. Human rights are a fundamental element of democratic society, and their respect constitutes the foundation of the rule of law and adherence to other democratic values. In the fight against terrorism, intelligence activities must maintain a balance between security and personal freedoms within the framework of the rule of law. Preserving this balance prevents the abuse and exploitation of rights, thereby ensuring the legitimacy of counterterrorism efforts. This article provides a framework regarding the role and importance of intelligence in the legal dimension of coun- terterrorism.
